What are nicotine pouches? A plain guide

Nicotine pouches are small fiber pouches that contain nicotine and are typically placed between the gum and upper lip. FDA classifies them as tobacco products: they are used without spitting and are not heated or burned. They contain nicotine but no cut, ground, powdered or leaf tobacco, and in the US they may only be sold to adults 21 and over.

What exactly is a nicotine pouch?

FDA calls nicotine pouches "a type of tobacco product" and describes them this way: "They are small fiber pouches that, unlike some other types of oral tobacco products, can be used without spitting."

FDA adds that the pouches are "typically placed between the gum and upper lip" and that they "are not intended to be heated or burned (combusted)." So there is no smoke, no vapor and no device: a pouch comes out of a can and goes in your mouth.

What is inside a nicotine pouch?

According to FDA, a nicotine pouch contains nicotine "in the form of either nicotine powder or nicotine salts." The nicotine can be extracted from tobacco leaf or made without tobacco (synthetic nicotine).

FDA lists the other ingredients a pouch can contain:

  • fillers, such as microcrystalline cellulose
  • sweeteners, such as xylitol or maltitol
  • flavors
  • preservatives

What a nicotine pouch does not contain is the tobacco itself. In FDA's words, "they do not contain cut, ground, powdered, or leaf tobacco itself." That is the main difference from snus, which we cover in nicotine pouches vs snus.

How are nicotine pouches regulated in the US?

Nicotine pouches are tobacco products in the eyes of the law, whichever way the nicotine is made. Since April 14, 2022, products made with non-tobacco (synthetic) nicotine are also regulated as tobacco products and need FDA authorization, through a premarket tobacco product application (PMTA), to be marketed.

FDA publishes a list of nicotine pouch products it has authorized and states: "These are the only nicotine pouch products that may be lawfully sold in the United States." As of August 21, 2026 the list had 43 products from two makers. Our guide to FDA-authorized nicotine pouches explains how to read it.

Who can buy nicotine pouches?

Only adults 21 and over. The federal minimum age for all tobacco products became 21 when the law was signed on December 20, 2019. FDA says it is unlawful to sell "a tobacco product containing nicotine from any source, including non-tobacco nicotine" to anyone under 21.

That is why PouchSelect verifies every buyer's age before an order ships. See buying nicotine pouches online for how the check works.

How is the strength of a nicotine pouch shown?

Strength is shown as mg per pouch, the amount of nicotine in each pouch. Makers also print dots on the lid on their own scales, which don't line up across brands. On PouchSelect, every can also gets strength dots, PouchSelect's own 6-dot rating. The rating is the same for every brand: 2 dots is 6 mg, 3 dots 8 mg, 4 dots 10 mg, 5 dots 17 mg and 6 dots 20 mg per pouch.

Use mg per pouch or our strength dots to compare brands. Nicotine pouch strength explained walks through both, and the strength guide groups every can on the shelf by strength.

What formats and flavors are there?

Format is the brand's name for the pouch's size and shape. On our shelf, ZYN comes in Mini and Slim cans; Pablo cans are from its Gold Edition line, a product line rather than a format ([Pablo pouch format per manufacturer]). See mini vs slim nicotine pouches and browse by format.

Flavor is listed separately from strength. PouchSelect groups cans into flavor families such as mint, citrus, fruit, coffee, licorice, ice and cola. See how to choose a flavor or browse by flavor.

Does 'no tobacco leaf' mean no risk?

No. A nicotine pouch still contains nicotine and is still a tobacco product. FDA states: "All tobacco products are harmful and potentially addictive."
