FDA-authorized nicotine pouches: how to check

An FDA-authorized nicotine pouch is a specific product, named by brand, strength and flavor, that FDA has authorized to be sold in the US. FDA publishes the list and states: "These are the only nicotine pouch products that may be lawfully sold in the United States." As of August 21, 2026 the list had 43 products from two makers. Authorization does not mean a product is safe.

What does FDA authorization mean for a nicotine pouch?

Nicotine pouches are tobacco products, and a new nicotine pouch product needs FDA marketing authorization before it can be sold in the US, for example through a premarket tobacco product application (PMTA). FDA publishes a list of the nicotine pouch products it has authorized.

Two things authorization does not mean, in FDA's words: the products are not "FDA approved," and being authorized "does not mean these products are safe." FDA also states: "All tobacco products are harmful and potentially addictive."

What does FDA's list say?

FDA's list states: "These are the only nicotine pouch products that may be lawfully sold in the United States." As of August 21, 2026 it had 43 products from two makers:

MakerBrand and lineStrengths on the list
Helix Innovations LLCon!2 mg, 4 mg
Helix Innovations LLCon! PLUS6 mg, 9 mg
Swedish Match USA, Inc.ZYN3 mg and 6 mg, in Chill, Menthol, Cinnamon, Peppermint, Citrus, Smooth, Coffee, Spearmint, Cool Mint and Wintergreen
Swedish Match USA, Inc.ZYN ULTRA9 mg in ten flavors; 11 mg Smooth

The list changes when FDA makes new decisions, so always check the current list on FDA's site and its "content current as of" date.

How do you check whether a nicotine pouch is on FDA's list?

  1. Open FDA's list of authorized nicotine pouch products.
  2. Find the maker. The list is grouped by manufacturer.
  3. Match the brand and the line exactly: for example, ZYN and ZYN ULTRA are listed separately, as are on! and on! PLUS.
  4. Match the strength in mg per pouch.
  5. Match the flavor.
  6. Note the "content current as of" date on FDA's page.

Each authorization covers the product as FDA lists it, so compare all of brand, line, mg and flavor, not just the brand name.

Do pouches made with synthetic nicotine need authorization?

Yes. Since April 14, 2022, products made with non-tobacco (synthetic) nicotine are regulated as tobacco products and need FDA authorization, through a PMTA, to be marketed.

How can you check the cans on PouchSelect?

Every PouchSelect product page shows the brand, flavor, format and mg per pouch as printed on the can, so you can compare a listing with FDA's list yourself using the steps above. Read more about mg per pouch and dots.

What about new brands and white-label pouches?

A new nicotine pouch product, such as a new brand or a new formulation, is a new tobacco product. It needs an FDA marketing authorization pathway before it can be sold in the US. If you are planning a white-label brand, PouchSelect will discuss the regulatory pathway with you; see white label.
